HOUSEKEEPING The meeting was called to order by the Council Chair, Dan Paracka (Kennesaw State University) at 10:10 AM. Also present were, ReLiang Tsang (Board of Regents, Office of International Education), Tracie Provost (Middle Georgia College), Tom Howard (Armstrong Atlantic State University), Eric Kendrick (Georgia Perimeter College), Aaron Crippen (Augusta State University), Eric Sun (Macon State College), Louis Meng (Kennesaw State University), Flor Culpa-Bondal (Georgia College & State University), William Madden (Georgia Perimeter College), Tom Preston (Gainesville State College), G. Titi Oladunjoye (Albany State University), Salli Vargis (Georgia Perimeter College), Tom Dolan (Columbus State University), Wei Liu (Georgia Gwinnett College), Paul Rodell (Georgia Southern University) and Wilson Huang (鶹Ƶ). After a round of introductions, the minutes of the September 14, 2007, meeting were read and approved by consensus. B. UPDATE FROM BOARD OF REGENTS OFFICE OF INTERNATIONAL EDUCATION ReLiang Tsang discussed the following topics: the Seven Revolutions project the Europe Councils faculty development trip to Ireland Internationalizing the Campus grants for 2007 - 2008 grants awarded to Georgia Southern and Georgia College & State University planning grants to Columbus State and Southern Polytechnic 2008 faculty development trips Nigeria (Africa Council) Morocco/Spain (Europe Council) 2009 faculty development trips Thailand (Asia Council) Brazil (Americas Council) (This trip was cancelled because the planners missed the deadline. The Americas Council allocation of $10,000 from OIE has been reallocated to other programs.) GA Senate Resolution #1141 adopted March 12, 2008, recognizing the importance of promoting international education and urging Georgia's colleges and universities to place a high priority on international education. Plans are to pass a joint resolution with the House before the end of this years legislative session in April. Rick Sutton made a presentation to the Board of Regents on goal #1 of the strategic plan and how it relates to international education, specifically the Proposed USG Principles of International Education, which can be found on the OIE website by clicking on the button "International Education Summit Information. USG Core Curriculum Initiative. Two models of a revised core (A and B) have been floated by the Board of Regents. REPORT ON THE GEORGIA CONSORTIUM FOR INTERNATIONAL STUDIES MEETING, MARCH 14, 2008 William Madden reported that the meeting was a great success, with a total of 31 presentations. Eric Kendrick passed around a list of the nine presentations that were given by participants in the Asia Councils June 2007 faculty development tour in Korea and China. "Expanding the Conversation: Integrating Asian Philosophy into a standard introductory course." Dr. Troy Catterson, North Georgia College & State University. "East Meets West: Incorporating Asian Literature in a World Literature Curriculum." Dr. Joyce Stavick, North Georgia College & State University. D. REVIEW OF SUMMER 2009 FACULTY DEVELOPMENT SEMINAR TO THAILAND PROPOSAL William Madden (Georgia Perimeter College) leader of the seminar, reported on his scouting trip to Thailand during spring break this month and showed some slides taken at the Thailand Upland Holistic Development Project, a police station in Bangkok, and other locales on the itinerary. Prof. Madden proposed to use $200 remaining from the $2000 that the Council provided to support this trip for presentations to contact persons in Thailand, and this met with general approval. There was some discussion of the possibility of increasing the number of participants, now set at 12 14, but Prof Madden thinks that 14 is already very close to the upper limit of what would be workable. The continuing fall in the value of the dollar vs the Thai baht has to be monitored. This may cause an increase in the cost to participants, but at the moment the increase seems likely to be something on the order of $100, so should not be a major problem. The trip will be publicized officially in mid-April. Dan Paracka announced that Jonathan Leightner is going to Nanjing Normal University to teach for two years in a Johns Hopkins program, and so will not be able to participate in this seminar after all. E. DEVELOPING A USG CERTIFICATE IN ASIA STUDIES Eric Kendrick presented an updated draft proposal for an Asian Studies certificate. There was discussion of (1) transferability of credits between USG institutions, and (2) the question of determining if courses meet the requirement of being 30% infused with Asia-related content. The most reliable method seems to be requiring students to provide a copy of the syllabus for any such partial-content course. Next steps will be to develop (1) a memo-of-understanding for USG institutions that want to offer the certificate, (2) a checklist of requirements for students, and (3) a brochure outlining the program. These should be ready for consideration at the next meeting. F. ELECTION OF OFFICERS The terms of the chair, vice-chair, and secretary having expired, new holders of these offices were elected. Eric Kendrick was elected chair and Salli Vargis vice-chair. Tom Howard declared his willingness to remain secretary and was confirmed by voice vote. G. STUDY ABROAD PROGRAMS 1) Wilson Huang announced that his and Baogang Guos annual general studies program in China now has a sign-up of 42 students. The program will run from May 10 to June 7, 2008. The follow-on Chinese language program, this year to be led by Louis Meng, of Kennesaw State University, has 23 students. 2) Georgia Perimeter Colleges four-week intensive Chinese language program at Nanjing Normal University has 9 students. 3) Salli Vargis announced that the proposed study-abroad program in India, scheduled for May 10 June 14, 2008, has been canceled. 4) Eric Kendrick announced that he has 20 students and 3 teachers lined up for a program in Kyoto sponsored by Georgia Perimeter College.
